7510A - USE OF DISTRICT FACILITIES

The Board of Education wishes to cooperate with local organizations desiring to use the public school facilities for programs and entertainment insofar as they do not interfere with regular school activities.

General Provisions and Procedures

A.  Under no conditions will a school building be opened except that there be some person in charge who is regularly employed by the Board and who is directly responsible to the principal of the building.

 

B.   Application for use of any facility must be made in writing to the principal of said building or facilities at least five (5) days before the date of the requested use.  (See Form 7510 F1.)  Decision of such application shall be made within twenty-four (24) hours at the discretion of the principal within the guidelines of Board policy.

 

C.   Meetings shall not be exclusive and must be open to the general public.

 

D.  When an organization is granted the use of a school building or grounds, it assumes entire responsibility for the conduct of all persons while they are in or about the building or grounds. It must enforce the State Code prohibiting smoking in a public building. State Code permits school officials to designate certain areas where smoking may be permitted.

 

1.    It shall be the responsibility of any organization to furnish police protection when needed.

2.    Organizations or groups are required by law to be responsible and pay for any damage done over and above the ordinary wear of school property.

 

E.   Sunday use of buildings and grounds shall be determined by the building principal in consultation with the local Superintendent. The Sunday use of the buildings and grounds shall not be for commercial activities and shall be not approved for use during regular church hours unless those seeking use of such buildings and grounds are church-associated activities. Exceptions to this policy may be granted by Board approval.

 

F.   All school facilities must be closed and all people out of the building by 11:30 p.m.

 

G.  The admission to school premises of any persons under the influence of alcohol beverages or in the possession of such, shall be strictly forbidden.

 

H.  Youth organizations using grounds, buildings, and facilities must have adult supervision.

 

I.     The employment of a cook when kitchen facilities are used shall be determined by building principal and paid by organization using facilities according to fee schedules.

 

 

Legal Status of Use of Facilities

In accordance with O.R.C. Section 2917.211, the Board hereby rules that it is unlawful for persons other than students, staff, and faculty to trespass, loiter, or remain in the building or upon the grounds or premises without express permission of an employee of the Board vested with this authority.

Use of Facilities by School Organizations (PTA, Boosters, etc.)

A.  School and school-associated groups may use school facilities for meetings for conducting of normal business without payment of fees.

 

B.   School and school-associated groups using buildings and facilities for money-making projects shall be charged custodial fees and for a cook if kitchen is used.

 

 

Use of Facilities by Community Groups (Boy & Girl Scouts, etc.)

A.  Such groups meeting after 5:30 p.m. on school days for non-admission charge events shall be charged for custodial services, when needed, and for kitchen, if used.

 

B.   Such groups sponsoring a money-making project shall be charged regular rental rates for community groups.

 

C.   To be considered a "Community Group" over fifty percent (50%) of the participants must be District residents. (Exceptions may be granted by SuperintendentÕs approval.)

 

Use of Facilities by General Public

 

A.  Such groups may use school facilities at the regular general public rental rates.

 

B.   Any group with less than fifty percent (50%) District residents will be classified as "General Public."

 

 

Use of Athletic Field

Baseball field shall be made available to groups and organizations sponsored within the Northeastern School District free of charge. Authorization for use must be obtained form building principal by approved application.

 

Use of Equipment

School equipment shall be loaned at the discretion and responsibility of the building principal. Persons borrowing equipment shall "sign out" the equipment and shall be totally responsible for the care and return of the equipment.

 

Fees

All fees or charges, if required, shall be paid, as indicated by application, within five (5) days of the date of use.

The fees charged for the use of school facilities shall be periodically reviewed, adopted, and "published by the Board of Education."
