Special Education

With a strong partnership between faculty, the community, students and our families, Northeastern Local Schools’ students will:

• Strengthen core academic skills utilizing quality, scientifically researched programs and methodologies based on individual student needs and learning styles.
• Develop social, emotional, and behavioral competencies in order to interact appropriately in their environments.
• Spend their instructional day in the least restrictive environment where they are able to access a free, appropriate public education under state and federal law.
• Have access to and use of assistive technology and accessible instructional materials in order to equalize access to their education.

Students within our district are provided educational services based upon the Individuals with Disabilities Education Act (IDEA), the federal law governing special education. IDEA requires that public schools identify students with disabilities through an evaluation team report (ETR) and provide them with a free and appropriate public education (FAPE). 

Children eligible for services under the IDEA are those with an eligibility category/disability such as Autism, Intellectual Disabilities, Deaf-Blindness, Hearing Impairment, Visual Impairment, Speech or Language Impairment, Orthopedic Impairment, Emotional Disturbance, Developmental Delay (preschool), Multiple Disabilities, Traumatic Brain Injury, Specific Learning Disability, or Other Health Impaired (Major or Minor).

Once a student has been identified as a student with a disability, the district and the parents work together to create an Individualized Education Program (IEP) in order to best meet the student’s specific needs. 

Northeastern Local Schools strives to provide a continuum of services to meet the diverse needs of students with disabilities. This continuum includes services within and outside of the general education classroom with an intervention specialist, services in a small group setting, speech/language therapy, occupational therapy, physical therapy, orientation and mobility, vision intervention and special transportation. 

We also team with other educational entities, such as the Clark County Educational Service Center, to provide additional support to our students that we are not able to provide within the district.

Office for Exceptional Children

The Office for Exceptional Children provides leadership, assistance and oversight to school districts and other entities that provide differentiated instruction for students with disabilities and gifted students.

Ohio Department of Education’s Each Child Means Each Child: Ohio’s Plan to Improve Learning Experiences and Outcomes for Students with Disabilities

Each Child Means Each Child offers recommendations, tactics and action steps to ensure Ohio’s 270,000 students currently enrolled in public schools who have been identified with disabilities benefit from the vision and core principles heralded in Ohio's strategic plan for education.

Support Team Region 10

The mission of the State Support Team Region 10 is to impact students’ achievement by providing structures, supports and resources for schools, communities and families.  SST 10 serves the needs of districts, schools & families in the following counties: Clark, Darke, Greene, Miami, Montgomery, and Preble Counties. 

Developmental Disabilities of Clark County

Developmental Disabilities of Clark County serves individuals with developmental disabilities and their families. 

Special Olympics Ohio

The mission of Special Olympics Ohio is to provide year-round sports training and competition opportunities for children and adults with intellectual disabilities.  Clark county is served by Area 2 of Special Olympics Ohio.

Ohio Center for Autism and Low Incidence (OCALI)

 OCALI serves families, educators and professionals working with infants, preschool and school-age children and adults with autism spectrum disorders (ASD) and low-incidence disabilities – including hearing impairments, visual impairments, multiple disabilities, orthopedic impairments and other health impairments.
